Building regulation part L compliance & SBem

With building regulations constantly being made tighter to meet EPBD guidelines, EECO2 can offer guidance for Part L requirements.

 

The current building regulations were released in 2010 and will continue to be upgraded as the EPBD drive to reduce energy consumption by 20% by 2020. This will lead to nearly zero energy buildings being built.

 

Building regulation Part L- Conservation of Fuel and Power in New and Existing Buildings.

 

Part L is divided into four sections as follows:

 

Part L1A  Conservation of Fuel and Power in New Dwellings conservation of Fuel and Power in New Dwellings

When building a new dwelling you are now required to submit a report which includes SAP calculations to demonstrate your building complies with Part L of the Building Regulations. The SAP Rating provides a Target Emission Rate (TER) and Design Emission Rate (DER) for the proposed dwelling. Upon completion of the works a pressure test to show that the air permeability is within reasonable limits will be required before final adjustment calculations can be produced to confirm the as-constructed building is consistent with the DER and to enable an Energy Performance Certificate to be issued for the completed dwelling.

 

Part L1B Conservation of Fuel and Power in Existing Dwelling

When building a non separated conservatory or extension with a window and door area exceeding 25% of new floor area. A full SAP report will be required to demonstrate compliance. EECO2 can assist you to gain approval when the areas exceeds 25% by the use of renewable energy sources within the design. To do this two separate reports are provided, one on the existing dwelling with a notional compliant extension and the second on the existing dwelling with the extension as proposed plus the additional improvements. The purpose of providing two reports is to indicate that the Design Emission Rate from the proposed enlarged dwelling, is no greater than that of the existing dwelling with a compliant extension of the same size and shape.

 

When refurbishing a property it is necessary to be aware that if more than 25% of any existing thermal element is affected by works then the whole element should be improved to the required target U-value for that element. EECO2 can provide all appropriate documentation to demonstrate compliance or trade-off your obligation. Although the method of compliance for Refurbishments and Conversions is generally an elemental approach, a SAP Report will be required to enable an Energy Performance Certificate to be issued for the completed dwelling.

 

Part L2A Conservation of Fuel and Power In New Commercial Buildings

When building a new commercial building you are now required to submit SBEM & Solar gain calculations to demonstrate your building complies with Part L2A of the building regulations. The report provides a Target Emission Rate ( TER ) and Building Emission Rate ( BER ) for the proposed building. Upon completion of the works a pressure test to show that the air permeability is within reasonable limits may be required before final adjustment calculation can be submitted to reflect any changes during construction and confirm the as-constructed building is consistent with the BER. Also a Commercial Energy Performance Certificate must be submitted to building control before a completion certificate can be issued.

 

Part L2B Conservation of Fuel and Power in Existing Commercial Buildings

When building an extension of over 100m2 and more than 25% of the floor area of the existing building SBEM calculations will be required by building control. Additionally, if the existing building has more the 1000m2 of floor area, additional improvements to the existing building will be required to demonstrate compliance.
